This framework provides a structured method for assessing an organization’s AI transformation maturity using three interdependent dimensions:
- Capability (Pillars)
- Safety & Readiness (Stage Gates)
- Operating Mode (Levels)
👉 Back to Main Maturity Model
How the Assessment Works
Overall maturity is determined by the interaction of:
- Capability Pillars — what the organization can reliably do
- Maturity Levels — how work is actually performed
- Stage Gates — whether operating at that level is safe
👉 See: Unified Scoring System

⭐ Unified Scoring System
Defines how pillars, levels, and gates combine into a single assessment outcome.
➡️ scoring-model.md
Capability Pillars
Evaluate readiness across seven critical dimensions.
- Intent & Specification Fidelity
- Evaluation & Scenario Architecture
- Agent Operating Model & Autonomy Control
- Delivery System Guardrails & Auditability
- Codebase Readiness & Brownfield Extractability
- Infrastructure & Tooling Readiness
- Organizational Design & Governance
Stage Gates
Mandatory readiness constraints for advancing maturity.

Maturity Level Checklists
Observable operating patterns for Levels 1–5.

Worked Examples (Recommended)
Illustrative scenarios showing how pillars, levels, and gates interact in real organizations.

How to Use This Framework
- Assess capability across all pillars
- Determine the dominant operating level
- Evaluate stage gate readiness
- Identify mismatches and risks
- Use results to guide transformation planning
This framework is intended for facilitated organizational assessment, not automated scoring.
Important Notes
- Organizations may operate at multiple levels simultaneously
- Higher autonomy without supporting capability increases risk
- Pilot teams do not determine enterprise maturity
- Claims of advanced maturity should be domain-specific
